It looks like Microsoft is still having issues with Xbox Live as people are still having issues connecting to their service or recovering their Gamertag onto another box. For those of you keeping score at home the service has been plagued with issues for nearly a week. Microsoft has yet to comment on the reasons for the interruptions but it looks like one cause may be the influx of new users to the service. There could also be issues with some of the new bandwidth intensive features released with the Fall Update.
If you want to keep up to date on what's going on with the service you should probably keep an eye on Major Nelson's Twitter
feed as he's reporting more there than on his website (which went down yesterday for a while).
I'm interested to see what Microsoft does to compensate users for the issues as they've always done the right thing with their users in the past. If you recall Microsoft extended the
Halo 3 beta for users after the release of the demo was delayed due to technical issues.

Update (Chuck) - Engadget is
reporting that Xbox.com and the Zune Marketplace are also both down. From a speculation stand point I'm starting to think the problem goes beyond capacity issues.
