Capcom has announced the Street Fighter V Beta will be returning from October 22nd-25th for PS4 and PC. PS4 will begin on the 22nd and PC is staggered a bit until the 24th, but when it does open it will allow cross-platform play between the two with a combined leaderboard. There will be full ranked matchmaking to try and produce level contests amongst participants of similar skill and a mix of old and new characters will be available: Ken, Necalli, Vega and R. Mika from the start with Rashid unlocked on the 23rd and Karin on the 24th.
PS4 codes from the previous Beta will work again and there's no need to input a new one, PC codes are being mailed out shortly. More details can be found on Capcom's Street Fighter V website, and minimum specs for PC can be found here. You can try to sign up for PS4 Beta access through the PSN here. But to guarantee access, pre-order the game from GameStop, Amazon, Best Buy, or the PlayStation Store for PS4 or through Steam for PC.
